Shire of Harvey seeking community feedback on plan to advantage South West businesses in large tenders

A South West council is seeking community feedback on a plan which it says would give an advantage to South West businesses over Perth players vying for contracts. The Shire of Harvey is proposing a new regional price preference policy which could see companies based in the region have their quotes discounted during tender assessments in the hope it will help level the playing fields. The proposed policy would give businesses in the shire a 10 per cent discount during the assessments, while those in neighbouring councils would receive a 5 per cent discount. It means if a local and non-local company’s tenders were equal in all areas, the local quote would be treated as if it were cheaper. The discount would apply for the assessment phase only and not be implemented if the council decides to accept the tender. The shire says businesses based in Perth were often able to offer better prices for work due to their bigger scale and being located closer to supplies, which could result in local businesses being disadvantaged. Companies will still have to tick other boxes during tender assessments before they can be considered by the council. Shire president Michelle Campbell supports the move. “This policy is both a simple but robust answer to the disadvantages local businesses can face when bidding for shire contracts,” she said. “If adopted, local and regional tender prices will be discounted for contracts valued at $250,000 or above, which will help suppliers in our community stay competitive. “We think this is a great way to even the playing field and stimulate our economy.” Ms Campbell encouraged residents to read the proposed policy, which is only three pages long. The draft policy can be found on the Shire of Harvey’s Have Your Say website, with public submissions closing on November 29.
