Criminal gangs based in California emerge as one of the latest threats to Australia’s deadly meth epidemic

Criminal gangs based on the West Coast of the United States have emerged as one of the latest threats to Australia’s disturbing and ever-growing addiction to the deadly drug ice. It comes amid fears that Australia — and especially regional Western Australia — is back in the grips of an ice epidemic, prompted by new revelations that meth-usage rates are back to pre-COVID levels. An investigation by The Sunday Times has uncovered how in the past several months, law enforcement officials in the United States have dismantled two drug-trafficking syndicates based in California that were sending a huge consignment of meth to Australia. The Sunday Times can reveal how officials from numerous US crime-fighting agencies — including the FBI, the Drug Enforcement Administration and Homeland Security Investigations — have helped smash the two drug gangs recently. In December, Hoang Xuan Le, 42, and 38-year-old Tri Cao Buinguyen were arrested in Orange County near Los Angeles over their alleged involvement in a “transnational drug-trafficking organisation” that was exporting wholesale amounts of cocaine and methamphetamine to not only Australia — but also Papua New Guinea and New Zealand. According to the US Attorney’s Office for the Central District of California, both Mr Le and Mr Buinguyen, along with two other men who are still being sought by police, concealed the drugs in products such as instant noodle packets, car parts, emergency kits and subwoofers. “As part of this case, law enforcement seized a total of 755 kilograms of methamphetamine and more than 100 kilograms of cocaine. Law enforcement estimates that the value of the drugs seized exceeds $65 million and ranges up to $160m,” the US Attorney’s Office said in a statement at the time. Last month five other men — who are all alleged members of another international drug trafficking ring based in the San Gabriel Valley region of Southern California — were arrested and charged with conspiring to distribute and possess with intent to distribute methamphetamine to Australia and New Zealand. “Specifically, the defendants are engaged in the mailing and shipping of methamphetamine from Los Angeles County to New Zealand and Australia,” the US Attorney’s Office said in a statement issued on February 7. As part of that investigation, 91 packages of methamphetamine destined for Australia and New Zealand was seized. In those packages, was almost 200 kilograms of methamphetamine. In some instances, the drugs were concealed in children’s dolls and books. Some of the seizures were made in the US States of Illinois and Oregon, but other seizures were also detected in Australia. Inquiries by The Sunday Times this week have confirmed that in both cases neither of the California-based criminal gangs were sending their drugs directly to Western Australia. In most cases, the huge consignments were destined for New South Wales. However, it’s no secret that a large portion of the methamphetamine that enters WA is being transported from interstate locations. In a statement given to The Sunday Times this week, Australian Federal Police Commander Paula Hudson said most of the methamphetamine — as well as heroin — that landed in Australia originated from Mexico or Southeast Asia. But she confirmed crime gangs based in the US and Canada were also targeting Australia. “We know that a range of transnational, serious organised crime groups target Australia including — but not limited to — Mexican cartels and criminal groups based in the US and Canada,” Ms Hudson said. “To protect the Australian community, the AFP and its partners will continue to attack drug-traffickers’ operations, logistics, finances and communications — both onshore and offshore.” The threat posed by the overseas-based criminal gangs comes as a new report released this week by the Australian Criminal Intelligence Commission showed a staggering 16.5 tonnes of meth, cocaine, heroin and MDMA was consumed across Australia between August 2022 and August 2023. That represents a 17 per cent increase from the previous year. There was also a 1.5-tonne increase in meth consumption nationwide. The report revealed WA had the highest average regional consumption of meth in Australia and that WA’s meth consumption rate surged 40 per cent — the biggest increase in the country. More than 1.3 tonnes of the drug was consumed in WA in 2022-23, up from 944kg the previous year. The ACIC report noted crime gangs who are flooding Australia with drugs were becoming increasingly sophisticated. “The groups engaged in illicit drug trafficking and production have no regard for our laws or the harms their trade causes. They are highly capable, well-resourced, resilient and increasingly transnational,” the report warned.
